New Qualified Transit/Bus Pass & Parking Monthly Maximums for 2014

The Internal Revenue Service (IRS) announced that the cost of living adjustments for transit and parking benefits have changed effective January 1, 2014.  The following are the changes:

Parking Benefit

$245.00 per month

$250.00 per month

 

For taxable years beginning in 2014, the monthly maximum under § 132(f)(2)(A) regarding the aggregate fringe benefit exclusion amount for transportation in a commuter highway vehicle and any transit (bus) pass is $130.00. The monthly maximum under § 132(f)(2)(B) regarding the fringe benefit exclusion amount for qualified parking is $250.00. 

Current employees with the Parking Benefit below the $250.00 maximum per month are able to increase their contributions at any time.  If interested, please complete the RCUH Pretax Transportation Expense Reimbursement Account Enrollment Change (B-12) Form and submit it to RCUH, via scan/email to [email protected], a month (30 days) prior to the effective date of coverage.

TIAA-CREF Individual Retirement Counseling

ATTENTION:  Regular status employees 50-100% FTE

If you are currently participating in RCUH’s Group Retirement Annuity (GRA) and/or Supplemental Retirement Annuity (SRA) plans administered through TIAA-CREF OR if you are interested in enrolling into a TIAA-CREF SRA plan, the RCUH Human Resources Department is now coordinating one-hour Individual/Employee Retirement Counseling Sessions with TIAA-CREF.  During these meetings, you will be able to discuss your personal financial/retirement goals with a TIAA-CREF Financial Consultant, on a free and confidential basis.

A TIAA-CREF representative will be able to assist you with planning for your retirement goals, including:

  • Setting realistic goals for key life events and retirement
  • Reviewing your investment mix and strategy
  • Selecting your TIAA-CREF options
  • Learning about TIAA-CREF retirement income flexibility 

For employees unfamiliar with the SRA plan, it is considered a 403(b) tax-deferred annuity plan which allows an employee to make contributions via payroll deduction from his/her pre-tax earnings towards an individual retirement plan (i.e., SRA) through our third party administrator, TIAA-CREF.  Enrolling or making changes to your SRA election may be done at any time during the year. RCUH Payroll Changes for the 2/01 – 2/15/14 Pay Period

The following changes will be in effect starting from the 2/01 – 2/15/14 pay period:

 

(1)         RCUH Payroll will no longer require the following by the payroll deadline:

 

 

·         Employee Time/Leave Certification Forms (“paper timesheets”) for all sick leaves

 

·         Doctor’s Notes for sick leave of 5 consecutive days or more

 

·         Employee Time/Leave Certification Forms for Leave without Pay

 

 

Timesheets and supporting documentation for sick leave of 5 consecutive days or more are still required by policy and MUST be submitted to the Principal Investigator and/or Project Administrator for their review and files.  They no longer need to be submitted to RCUH Payroll unless required.

 

 

RCUH employees must still adhere to all requirements specified in the RCUH policies.

 

 

Employee Time/Leave Certification Forms  are still required to be submitted to RCUH Payroll by the payroll deadline for:

 

·         Family Leave

 

·         Worker’s Comp

 

·         Military Leave (attach Military Orders)

 

·         Jury Duty Leave (attach Certificate of Jury Duty)

 

·         Parent-Teacher Conference (attach RCUH Form B-1 – Request Form for Approval of Paid  Leave to Attend Parent-Teacher Conference)

 

·         Bereavement Leave (note relationship of deceased)

 

 

 

(2)         Changes to the vacation and sick leave policies include eliminating the restriction that leaves accrued during authorized RCUH leaves with pay cannot be used until the employee returns to work.   As of the 2/01 – 2/15/14 pay period:

 

 

 

·         All eligible vacation and sick leave hours earned while at work or on authorized RCUH leaves that are shown on the online timesheet may now be used (unless adjustments or payouts are pending).

 

 

 

·         All Leave without Pays should be posted on the online timesheet since available vacation hours can now be exhausted.

W-2 FORM FOR TAX YEAR 2013

The Wage and Tax Statement (W-2) forms for the 2013 tax year have been completed.

RCUH Payroll Staff

UPDATE – System Working — Problem with Payments Function Resolved

The online payment system is now operating.  Payment transactions can be created and approved.

We encountered a system error yesterday that affected online payment transactions from 4:00 pm Monday, January 20, 2014, to 1:55 pm Tuesday, January 21, 2014.  Payments that were created during this time period are no longer in the system and will have to be recreated.  Payments that were changed or submitted for FO approval will have to be reprocessed.

Due to this system error, checks were not printed on Tuesday, January 21, 2014.  Check printing will resume today Wednesday, January 22, 2014.

We apologize for the inconvenience this may have caused you and thank you for your patience and understanding.

Revisions to P&P – 2.120, Sole Source Purchase, & 2.125, Cost or Price Reasonableness

1.  RCUH Policies and Procedures 2.120, Sole Source Purchase (previously titled Non-Competitive Purchases), has been revised to add policy details and responsibilities for the Principal Investigator and Fiscal Administrator.

 

Attachment 2, Sole Source Justification, has undergone a slight cosmetic change.

 

 

2.  RCUH Policies and Procedures 2.125 Cost or Price Reasonableness (previously titled Cost or Price Analysis), has been revised.

  • Reorganized the presentation of policy details.
  • Added responsibilities for the Principal Investigator and Fiscal Administrator.
  • Added samples of price analyses.

 

  • Added a sample cost analysis.


Attachment 1, Determination of Cost or Price Reasonableness, has been revised as well.

  • Added a purpose for the form and instructions for completion of the form.

 

  • Updated the expenditure condition for competitive proposals from one (1) proposal to all proposals.

 

  • Added professional services procurement and extension of an existing contract past its initial term to the list of expenditure conditions.

 

  • Added an approved signature line for the Designated University Official / Fiscal Administrator.

Problem with Payments Function – No Checks Today

We encountered a system error yesterday afternoon and consequently checks could not be printed.

We are working to resolve the data errors that occurred and anticipate the system being available around 10:00am this morning.  We will post a message when the system is operational.

Until the problem is resolved, Payment transactions cannot be created or approved at this time.

RCUH Financial System Modernization

We are pleased to announce a new, modernized purchase order creation process is available on-line starting today. We are confident that you will find the modernized PO creation screens are more efficient and user friendly.  This release is the first of several that will take place throughout the year as part of a comprehensive plan to modernize the RCUH financial system.  Last summer, RCUH conducted a survey of the users of the RCUH financial system and the UH Kuali Financial System, and using the feedback that was provided by many of you, we started to work on enhancements to the RCUH system. 

 

To keep pace with users’ expectations of any on-line system in today’s world, we are using state-of-the-art tools for the modernization.  In the current environment, applications are much more intuitive, making the old method of system implementation obsolete. The following are the benefits of “migrating in place” using current technology:

 

  • New functions are released while the legacy system remains available. In other words, both systems are available.
  • Users are provided with the option to use either the legacy or modernized version during the transition period. We will plan to “retire” the old system in April 2014 (a notice will be posted).
  • Users have time to adjust to the new features.
  • Extensive training manuals and classes are no longer needed.

 

The release of the modernized PO creation screens is the culmination of the joint effort of the development team that includes DataHouse, RCUH core office staff, and selected project staff users.  We would like to thank the project staff users who provided very relevant and meaningful insight and suggestions, which were incorporated into what is now being released for your use.

 

While using the new PO creation function is self-explanatory, Release Notes and a short video explaining the new features have been prepared for your use.

 

IMPORTANT NOTICE – Electronic W-2 Forms Deadline: Monday, January 20, 2014

TO:      RCUH Employees Who Have Not Yet Consented to Receive Electronic W-2 Forms

 

This is a final reminder that the deadline to consent for Electronic W-2 Form is Monday, January 20, 2014.

 

Electronic W-2:  The RCUH provides our employees with an electronic W-2 form for your 2013 tax filing on the RCUH Employee Self-Service (ESS) system.  RCUH’s ESS/Electronic W-2 application provides you with a secure and convenient way to receive your 2013 Wage and Tax Statement.

 

Interested in receiving an Electronic W-2?  Follow these instructions: 

If you have already submitted your consent in previous years, you do not need to submit again.  If you do not consent by January 20, 2014, or have withdrawn your consent, a paper W-2 form will be mailed to your mailing address on record

 

1)    Provide consent on the RCUH Employee Self-Service (ESS) system:

(a)  Click, or control-click on the link https://LinktoConsent      OR

(b)  Access the RCUH ESS system at www.rcuh.com  and click on the Employee Self-Service link  > Payroll and Compensation > W-2/W-2c Consent Form

 

2)    Confirmation of your consent or withdrawal of consent will be sent to your primary email address on record.

3)    We will notify you by email when your electronic W-2 form is available (currently scheduled for Friday, January 24, 2014).
