Kuali News Section

 In case you missed it, we have created a Kuali Implementation news section on our home page to keep you up to date on how the UH’s new Kuali Financial System will impact the RCUH financial system.

 Here’s a re-posting of our initial announcement, with the addition of a short video message from RCUH Executive Director Michael Hamnett.

 On July 1, 2012, the University of Hawaii will be implementing a new financial information system, the Kuali Financial System (KFS).  Detailed information about the UH KFS project can be found at  (http://www.hawaii.edu/kualifinancial/).

 The RCUH financial system, including the web site Financial Portal and Human Resources Portal, will be modified to maintain compatibility with KFS.  Details on the RCUH project and modifications will be provided on our website.

Impact on RCUH Financial Documents

Users are advised NOT to create new purchase order and payment documents that cannot be approved by the RCUH year-end deadline of 12:00 noon on June 29, 2012.  Users should wait until the RCUH financial system reopens for fiscal year 2013 in July 2012.

  • APPROVED RCUH Purchase Orders and Travel Requests with Advances that have an open encumbrance as of June 29 will be converted and displayed in the new format in July 2012. All other approved documents (stamped with a date accepted before 12:00 noon on June 29) will be moved to a historical database for viewing access.
  • PENDING documents that are NOT APPROVED by June 29 will be deleted and not converted.  This includes abandoned documents that are in Pending Status with edit errors.
  • DISAPPROVED documents will be deleted and not converted.
  • OPEN Travel Requests without Advances will be moved to the historical document database and users will have to create an “offline” Travel Completion after June 29.   All open documents should be processed by June 29 to reduce the number of documents that will require conversion.

SUBJECT:   FY July 1, 2012 – June 30, 2013 RCUH Fringe Benefits Schedule

 

 

Effective July 1, 2012 the RCUH Fringe Benefits Schedule will reflect the following changes:

 

  1. Increase in Unemployment Insurance rate – 0.60% of all salaries and wages for all employees. (Previously 0.48% of all salaries and wages for FY July 1, 2011 – June 30, 2012.)

 

  1. Increase in Workers Compensation Insurance rate 2.75% of all salaries and wages for all employees, excluding Ship/Sea Operations crew. (Previously 1.10% of all salaries and wages for FY July 1, 2011 – June 30, 2012.)

Please plan accordingly for these changes.  For further details see RCUH Policy #3.510 RCUH Fringe Benefits Schedule.  All fringe benefit rate changes will be reflected in the July 1-15, 2012 pay period.

Our 3rd and final Open Enrollment Session was today, from 1:00 P.M to 3:00 P.M.  For those of you that were not able to attend any of the scheduled Open Enrollment Sessions, we have the 1st Open Enrollment Session available for you to view via Video On Demand (link posted below).

Email Notification List

We are creating an email list to send information to RCUH Users regarding RCUH website modifications for the upcoming UH Kuali Financial System conversion.  We will also continue to post information on our web site under the UH Kuali Implementation section of our Current News.

An “RCUH User” is an individual who initiates financial transactions such as purchase orders and payment documents on the RCUH website.

POLICY UPDATE: Rehiring RCUH Retirees – Addendum to RCUH 3.210 Employing People Through the RCUH Policy

 

Former RCUH employees who have separated from service with the RCUH AND who have elected a distribution from their RCUH Group Retirement Annuity (GRA) plan (e.g., monthly retirement income, a lump sum withdrawal, etc.) MUST have experienced a “bona fide retirement” from the RCUH before they may considered for rehire with the RCUH, as required by the Internal Revenue Code [26 Code of Federal Regulations Sec. 1.401(a)-1(b)(1)(i), Sec. 1.401(a)(36)].

 

 

 

To assist programs (and former employees) in determining whether a “bona fide retirement” exists, we have established the following guidelines (see addendum to the RCUH 3.210 Employing People Through the RCUH policy for additional details and future reference).

 

 

 

Age Prior to Separation from Service or During Retirement

Bona Fide Retirement Presumption / Break in Service Requirement

Age 65 and older

May be rehired at any time

Ages 62-64

Must have a separation of Service of at least two (2) months

Ages 59 ½ – 61

Must have a separation of Service of at least four (4) months with NO evidence of intention to rehire the employee at the time of separation

Under Age 59 ½

Must have a separation of Service of at least six (6) months with NO evidence of intention to rehire the employee at the time of separation

 

 

 

NOTE:  Former employees who did not elect for a distribution from their GRA retirement plan benefits may be rehired at any time.

 

 

 

This policy addendum is effective May 1, 2012 but, in general, represents the pre-existing, informal policy of the RCUH.   If you have any questions regarding this policy/addendum, please contact Jill Niitani at [email protected].

 

POLICY UPDATE: RCUH 3.640 Sick Leave Policy

 

Effective May 1, 2012, the following additions will be made to the RCUH 3.640 Sick Leave Policy.

 

1.    Medical/Dental Appointments: With their Principal Investigator’s approval, employees taking leave to attend their own medical appointments, such as doctor’s visits, dentist’s visits, and medical testing may charge their leave as Sick Leave (previously required to charge appointments to Vacation or Leave Without Pay).   Doctor’s notes substantiating the medical appointments will be required.  Reference 4)c) of the “Details of Policy” section.

 

2.    Illness/Injury During Another Authorized Leave Period:  Employees who are already on another authorized leave status (e.g., vacation) will be allowed to charge their leave (or a portion of their leave) as Sick Leave if the employee has a serious illness/injury requiring hospitalization (doctor’s/hospital certification confirming hospitalization will be required).  Reference 10)d) of the “Details of Policy” section.
