SUBJECT:   November 2, 2010 – General Election & Voting Time

 

 

November 2, 2010 is the General Election Day.  The majority of RCUH employees should be observing this as a paid State Holiday.  However, there may be some RCUH employees who are required to work on November 2, 2010.

 

Voting Time – Time Off From Work:  Employees who are registered voters and who normally do not have a free two-hour period, excluding lunch and rest breaks, must be given two hours paid leave in order to vote in the General Election while the voting polls are open (7:00 a.m. to 6:00 p.m.).

 

This provision does not apply to any employee whose hours of work are such that he/she has a period of two consecutive hours, excluding lunch and rest breaks, prior to or before the voting polls close (i.e., 7:00 a.m. to 6:00 p.m.).  Therefore you do not need to provide the employee any time off if his/her work schedule begins at 9:00 a.m. or ends at 4:00 p.m.

 

If the employee is allowed two paid hours for voting, then the employee must present a “voter’s receipt” as proof of voting.  Failure to provide a “voter’s receipt” will result in the employee being charged vacation time or leave without pay (whichever is applicable) for the time off for voting.

Best Places to Work in Hawaii – Employee Survey

As previously announced, RCUH is participating in the “Best Places to Work in Hawaii” program created by Hawaii Business magazine and Best Companies Group.  The program is designed to recognize outstanding places of employment in the state of Hawaii.

 

The Best Places to Work in Hawaii – Employee Survey has been emailed to 350 randomly selected employees.  If you have been invited to complete the survey, please take the time to fill out the online survey.  Please do not forward your invitation to other employees as each invitation contains unique access information that can only be used once.

 

The survey is being administered by a third-party agency which will be solely responsible for tabulating your confidential ratings.  Please follow the instructions and submit your completed survey no later than November 12.  The survey is optional, not mandatory.

FAR Acquisition Threshold Adjustment and Reporting Executive Compensation

TO: UH Principal Investigators / Designated University Officials / Other Project Personnel

Effective 10/01/2010, due to an increase in the Federal Acquisition Regulation (FAR) acquisition-related threshold, Attachments 32b, 32c, and 32d have been revised.  The new acquisition-related thresholds that apply to all Federal contracts are the simplified acquisition threshold is raised from $100,000 to $150,000, the cost or pricing data threshold is raised from $650,000 to $700,000, and the prime contractor subcontracting plan is raised from $550,000 to $650,000. 

 

As required by the Federal Funding Accountability and Transparency Act (FFATA) of 2006 and subsequent 2008 amendments, effective October 1, 2010, prime awardees are required to report selected information including compensation of the highly compensated executives on their first-tier subrecipients related to Federal contract and grants.  FFATA or Transparency Act has been added to Attachment 32a.  FAR Clause 52.204-10, Reporting Executive Compensation and First-Tier Subcontract Awards, has been added to Attachments 32b, 32c, and 32d.
