The RCUH Group Life Insurance will be provided and administered by the Standard Insurance Company (previously administered by Pacific Guardian Life).  Additionally, the life insurance benefit increased from “two (2) times annual salary not to exceed $250,000” to “two (2) times annual salary not to exceed $600,000”.  Employees were provided the option to opt down to a lesser benefit during a special “Group Life Insurance Open Enrollment Period” which ended on June 24, 2010.  All elected coverage amounts have been processed.

VACATION: USE IT … DON’T LOSE IT!
There is a limit to the amount of vacation that may be carried forward each calendar year (Dec. 31st to Jan. 1st). The amount of vacation you are allowed to carry forward is dependent upon the specific Vacation Plan you are authorized for by your project. Your online Pay Statement (via Employee Self-Service System) indicates whether you are in Vacation Plan A or B. Please plan your vacation accordingly for the remainder of the year to ensure that you do NOT lose any well-deserved vacation leave.

Summary: Regular employees 50-100% are eligible for vacation under RCUH Policy 3.620 Vacation Leave. Vacation is calculated and accrued on a semi-monthly basis. There are two vacation plans administered by the RCUH:

1) Vacation Plan A (RCUH Standard Vacation Policy): Under Plan A, employees may not carry forward more than 10 workdays* of vacation in a calendar year. The maximum accumulation/carryover shall not exceed 10 workdays*.

2) Vacation Plan B (Non-Standard Vacation Policy): Under Plan B, employees may carry forward 15 workdays* of current year accruals, and total accumulation (current year accruals and previous year carry over) shall not exceed 45 workdays*.

*1 workday equals 8 hours multiplied by your FTE (i.e., 1 workday equals 4 hours for a 50% FTE employee).

DEADLINE – SEPTEMBER 30, 2010 – FLEXIBLE SPENDING PLAN REIMBURSEMENTS
The plan year July 1, 2009-June 30, 2010 for Flexible Spending Plans ended on June 30, 2010. You have 2 months left to submit reimbursement forms for services incurred during the plan year JULY 1, 2009 – JUNE 30, 2010 (Deadline: September 30, 2010). We encourage everyone to submit reimbursement forms and receipts now in the event that additional information is required. NO exceptions will be made if Benefit Services of Hawaii, Inc. (BSHI) does not receive ALL required documents by September 30, 2010.  Reimbursement forms and receipts should be mailed directly to BSHI (address is listed at the top of the reimbursement form). If you have any questions or need additional reimbursement forms, please call (808) 538-8900 or download forms from the BSHI website at
www.bshi.net.

RETURN TO WORK AFTER ILLNESS/INJURY
Projects must follow “doctors orders” when it pertains to an employee’s ability to report to work.  Physician certifications (i.e., doctor’s notes) indicating specific periods of time employees are incapacitated and are unable to work must be strictly followed. If an employee would like to return to work prior to the date certified by the physician, the employee must obtain a revised physician certification indicating that he/she may return to work.  Premature return to work of an employee may jeopardize the health and safety for the employee and staff. Please contact Jill Niitani at (808) 956-8376 or [email protected] if you have any questions or concerns.

RENEWAL OF STUDENT DEPENDENT HEALTH INSURANCE

RCUH requires proof of status for any dependent between the ages of 19-24 each Spring and Fall semester after the dependent reaches the age of 19.  Certification may include a copy of the dependent’s college registration slip or class schedule. The registration slip/Class schedule must clearly indicate the student’s name, name of the accredited college/university, specific semester, and full-time status (defined as taking 12 or more credit hours per semester).  The student certification must be received by RCUH HR by FRIDAY, September 3, 2010.

Certifications may be faxed to (808) 956-5022 (Please attention to Kristie Lo for prompt review and to ensure that coverage is not cancelled).  Failure to submit the certification will result in IMMEDIATE CANCELLATION of student coverage (NO Exceptions), effective October 1, 2010, with the option of COBRA continuation for up to 36 months effective October 1, 2010.

As noted in the Current News Article dated May 20, 2010, the new health care reform law (i.e., “Patient Protection and Affordable Care Act (PPACA)”) brings many changes to the RCUH medical plans and policy.  Effective September 23, 2010, the PPAPC requires health care coverage to children up to age 26 (regardless of dependency, student or marital status).  The PPAPC requires any employer whose medical plan year begins after September 23, 2010 to amend its children eligibility requirements to conform with the new law’s requirements.  However, this part of the PPACA goes into effect after the RCUH Open Enrollment period for the 2010-2011 plan year, thus, this change will not go into effect until the July 1, 2011-June 30, 2012 plan year. In the meantime, employees will still be required to submit certification for their student dependents for the Fall 2010 and Spring 2011 semesters.  If you have any questions or concerns, please contact Kristen Stevens at [email protected].

STUDENT VERIFICATION

All Students Assistants are responsible for submitting a Student Verification each Semester in order to qualify for continued student employment. For all University of Hawaii students (eg: UH Manoa, UH Hilo, Honolulu Community College, Maui College, etc.), verification is not required, as RCUH has the ability to verify student status´ electronically through a UH database. However, verification is still needed for UH Outreach College and non-UH Schools (i.e. High School, Chaminade, HPU, etc).

The following are acceptable forms of student verification:

a) Student registration or receipt

b) Letter of student registration from the registrar or counselor

c) Validated student I.D. card

d) Any other form of verification deemed acceptable by the Director of Human Resources

Failure to submit a Student Verification for the Fall 2010 semester by August 13, 2010 will result in termination of student employment. In addition, Student Assistants who no longer hold student status must be terminated from RCUH due to their ineligibility. Principal Investigators may initiate a termination action via the HRAP system.

Please contact Sharon Vong at [email protected] or (808)956-7307 if you have any questions.

The Commission will be issuing additional publications regarding campaign activities and the State Ethics Code. To obtain publications relevant to campaign activities that have been issued by the Commission to date, click here:

Please also check for publication updates on the Commission’s website at

Please forward this memorandum to the officials and employees in your state agency.  If any state boards or commissions are within your agency or are attached to your agency, please forward this memorandum to the members of those boards or commissions as well.  Thank you for your assistance in this matter.

If you have any questions about the State Ethics Code and campaign activities by state officials and employees, please contact the Hawaii State Ethics Commission at (808) 587-0460 or

RCUH E-verify Project Completed

What is E-verify and why is it important?

As of September 8, 2009, federal contractors and subcontractors are required to use E-Verify. As an E-Verify participant, the RCUH completes an electronic verification of employment eligibility for all newly-hired employees. The Department of Homeland Security (DHS) and the Social Security Administration (SSA) have established an electronic system called E-Verify to assist employers further in verifying the employment eligibility of all newly-hired employees. E-Verify is a free, Internet-based system operated by DHS in partnership with the Social Security Administration (SSA). E-Verify allows participating employers to electronically verify their employees’ employment authorization. Results are returned online within seconds.

Executive Order 12989 requires that all employers verify the identity and employment eligibility of all new employees (including U.S. citizens) within three days of hire.  In addition, Executive Order 12989 mandates the electronic verification of all employees working on any federal contract. The amended Executive Order reinforces the policy that the federal government supports a legal workforce.

How does E-verify benefit you?

E-Verify is the best method for employers to verify the employment authorization of their employees. E-Verify will improve the accuracy of wage and tax reporting, protect jobs for authorized workers, and will help U.S. employers maintain a legal workforce.

RCUH E-verify Project

In November of 2009, RCUH requested that each project obtain new I-9 forms for those individuals who had expired identification documents. We are happy to announce that all I-9 forms and updated documents have been secured. Mahalo to all employees and PI’s for your understanding and support throughout this process.

For future reference, we would like to inform all Principal Investigator’s (PIs) that all employees hired directly through RCUH are automatically e-verified by RCUH on the employee’s first day of employment.

If you would like more information regarding E-verify, please visit http://www.dhs.gov/e-verify. For any questions regarding E-Verify, please contact Renee Doi at 956-7241 or via e-mail at [email protected].

Long Term Disability Insurance:  The Group Long Term Disability (LTD) maximum monthly benefit will be increased from $10,000 to $15,000.

Group Life Insurance: The RCUH Group Life Insurance benefit will increase from two (2) times the employee’s annual salary not to exceed $250,000 to a benefit of two (2) times their annual salary not to exceed $600,000 (default option).

For more information about these changes, please read the June 10, 2010 Current News Article.  The article also explained the imputed income taxability for Group Life Insurance.  Should you have any questions, please contact Kristen Stevens at (808) 956-3100 or [email protected].

Open Enrollment IS OVER!
The Benefits Open Enrollment Period is over; and, new enrollments, cancellations, and changes will take effect on July 1, 2010.  The new plan year’s health insurance deductions will begin in the June 16-30, 2010 pay period. All other new plan year deductions will commence in the July 1-15, 2010 pay period (e.g., Flexible Spending Plans & Supplemental Insurances). Please check your On-line Payroll Statements (via Employee Self-Service) to ensure that the deductions accurately reflect your elections.

Benefits Confirmation Statements, which confirms individual benefits effective July 1, 2010, were sent to all benefits-eligible employees on May 27, 2010. Employees were given a final opportunity to make corrections/changes to their benefits (deadline was on June 8, 2010). For those making corrections/changes, a FINAL Benefits Confirmation Statement was mailed out on June 14, 2010. If you have made corrections, but do not receive a Final Benefits Confirmation Statement, please call Kristen Stevens at (808) 956-6979.

REMINDER: NON-IMMIGRANT VISA HOLDERS’ TRAVEL
All foreign employees are required to notify RCUH HR of any changes to employment and/or personal status that may/may not affect their visa or work authorization. It is ultimately the foreign employee’s responsibility to ensure that these changes do not affect their ability to continue employment with the RCUH.

TRAVELING?

  • Employees on J-1 or H-1B visas sponsored by the RCUH must contact Janet Zukemura at (808) 956-0871 or [email protected] if you intend on traveling. We ask that you provide us at least a 2-week notice prior to travel so that we may ensure that you have the proper documentation to return to the U.S.

  • Non-immigrant employees who have a pending “change of status” petition (i.e., change from J-1 to H-1b, change from F-1 to H-1b, etc.) with the U.S. Citizenship and Immigration Services (USCIS) must remain in the U.S. until a determination on the petition is rendered. Whenever an individual with a pending “change of status” petition leaves the U.S., BCIS will cancel the petition since they consider the alien to have “abandoned” the request.
