Announcing Change in Group Long Term Disability and Life Insurances & Open Enrollment for Group Life Insurance

Attention all RCUH Regular employees, 75%FTE or more:

We are pleased to announce a few enhancements to the RCUH Group Long Term Disability and Group Life Insurances which will be effective on July 1, 2010:

1)    Long Term Disability Insurance:

Beginning July 1, 2010, the RCUH Group Long Term Disability Insurance will be provided and administered by the Standard Insurance Company (previously administered by the Northwestern Mutual Life).

In addition, the Group Long Term Disability (LTD) maximum monthly benefit will be increased from $10,000 to $15,000. 

2)    Group Life Insurance:

Also beginning July 1, 2010, the RCUH Group Life Insurance will be provided and administered by the Standard Insurance Company (previously administered by Pacific Guardian Life).

Currently, coverage is provided at two (2) times annual salary not to exceed $250,000.  Under the new plan, eligible employees will receive: 

 

            Two (2) times annual salary not to exceed $600,000 (default option)

 

Since the IRS requires employees to be taxed on the value of employer-provided group term life insurance over $50,000 (i.e., imputed income), the RCUH will be providing employees an opportunity to decrease their life insurance benefit to reduce or avoid “imputed income”.  It is important to note that employees wishing to decrease their benefit now, but later wish to increase coverage, will be required to complete a medical questionnaire (subject to review and approval by The Standard Insurance Company).  Reduced options include:

 

Two (2) times annual earnings not to exceed $200,000

 

Two (2) times annual earnings not to exceed $100,000

 

Two (2) times annual earnings not to exceed $50,000 (not subject to imputed income)

Group Life Insurance Open Enrollment: 

As a result of these new benefit options, the RCUH will hold a one-time Open Enrollment Period for the Group Life Insurance Benefit from Thursday, June 10, 2010 to Thursday, June 24, 2010. 

A Group Life Election /Beneficiary Designation Form will be mailed to eligible employees on/around June 10, 2010.  Employees are asked to submit their benefit option and to update their beneficiary designation.  If an enrollment change form is not received, the employee will receive the default option and no changes to their beneficiaries will be made.   Deadline to submit the form will be Thursday, June 24, 2010.  Form may be returned to: 2530 Dole Street, Sakamaki Hall D-100, Honolulu, HI 96822 or via fax at (808) 956-5022.

1 MONTH LEFT… 

…to utilize your current Flexible Spending Plan Accounts (Medical Expense Reimbursement & Dependent Care Expense Accounts).  The end of the current Flexible Spending Plan Year is quickly approaching (June 30, 2010).  Services must be incurred during the plan year ending June 30, 2010.   Unused contributions will be forfeited at the end of the plan year (NO EXCEPTIONS).  You may contact the Benefit Services of Hawaii At (808) 538-8900 to obtain an updated status of your account. Reimbursement forms can be obtained by downloading the form from www.bshi.net.    We urge all employees to submit their reimbursement forms to Benefit Services of Hawaii, Inc. in a timely manner.  Although services MUST be incurred by June 30, 2010, you do have 90 days after this date to submit your reimbursement forms with ALL supporting documentation (ex. receipts, contracts) needed to reimburse you for Flexible Spending monies.  DO NOT WAIT until the end of the 90-day grace period to submit your reimbursement forms!!!

 

Open Enrollment – CoNFIRMATION PROCESS

The 2010 Benefits Open Enrollment Period for eligible RCUH employees has ended.  Employees should be receiving a benefits confirmation statement outlining their elections (effective July 1, 2010) on/around May 28, 2010.  Please review the benefits listed on the statement for accuracy.  Any corrections to your benefits can be made on the “RCUH Open Enrollment Correction/Change Form” which will be on the back of the confirmation statement.  The final date to submit the Correction/Change Form to the RCUH Human Resources office will be Tuesday, June 8, 2010. 

 

Please note that the new plan year health insurance deductions will begin in the June 16-30, 2010 pay period.  All other new plan year deductions will commence in the July 1-15, 2010 pay period (Flexible Spending Plans & Supplemental Insurances). 

 

Please check your On-line Payroll Statements (via Employee Self-Service) to ensure that the deductions accurately reflect your elections.

 

IMPORTANT!! – RCUH Eligibility of Children in RCUH Medical Plans

RCUH Policy 3.520 Health Plans states that dependent children may remain eligible and covered on their parent’s medical plans until the age of 25 provided they are unmarried and are full-time students.  These eligibility requirements will remain unchanged for the RCUH July 1, 2010 to June 30, 2011 plan year.

The new health care reform law or the Patient Protection and Affordable Care Act (PPACA) will bring changes to the RCUH medical plans and policy.  Effective September 23, 2010, the PPAPC requires health care coverage to children up to age 26 (regardless of dependency, student or marital status).  The PPAPC requires any employer whose medical plan year begins after September 23, 2010 to amend its children eligibility requirements to conform with the new law’s requirements.  However because this part of the PPACA goes into effect after the RCUH Open Enrollment for its July 1, 2010 plan year, the RCUH will not include this change in children coverage until our July 1, 2011 plan year.

STUDENT VERIFICATION

All Students Assistants are responsible for submitting a Student Verification each semester in order to qualify for continued student employment. For all University of Hawaii students (eg: UH Manoa, UH Hilo, Honolulu Community College, Maui Community College, etc.), verification is not required, as RCUH has the ability to verify student status’ electronically through a UH database. However, verification is still needed for UH Outreach College and non-UH Schools (i.e. High School, Chaminade, HPU, etc). The following are acceptable forms of student verification:

 

a) Student registration or receipt

b) Letter of student registration from the registrar or counselor

c) Validated student I.D. card

d) Any other form of verification deemed acceptable by the Director of Human Resources

 

Failure to submit a Student Verification for the Fall 2010 semester by August 13, 2010 will result in termination of student employment. In addition, Student Assistants who no longer hold student status must be terminated from RCUH due to their ineligibility. Principal Investigators may initiate a termination action via the HRAP system.

REMINDERS:  NON-IMMIGRANT VISA HOLDERS

All foreign employees are required to notify RCUH HR of any changes to employment and/or personal status that may/may not affect their visa or work authorization. It is ultimately the foreign employee’s responsibility to ensure that these changes do not affect their ability to continue employment with the RCUH. 

 

TRAVELING? 

  • Employees on J-1 or H-1B visas sponsored by the RCUH must contact Janet Zukemura at (808) 956-0871 or [email protected] if you intend on traveling.   We ask that you provide us at least a 2-week notice prior to travel so that we may ensure that you have the proper documentation to return to the U.S.

 

  • Non-immigrant employees who have a pending “change of status” petition (i.e., change from J-1 to H-1b, change from F-1 to H-1b, etc.) with the U.S. Citizenship and Immigration Services (USCIS) must remain in the U.S. until a determination on the petition is rendered.  Whenever an individual with a pending “change of status” petition leaves the U.S., BCIS will likely cancel the petition since they consider the alien to have “abandoned” the request.  

 

SPRING 2010 TUITION REIMBURSEMENT PROGRAM

Those who were approved for the Spring 2010 Tuition Reimbursement Program have 30 days after the semester ends to turn in copies of their grades and receipt of payment in order to be reimbursed.  Due to the upcoming fiscal year end all documents must be received by June 15, 2010 to process Spring 2010 tuition reimbursements.

NEW PI ORIENTATION

 

We would like to invite all NEW Principal Investigators to a special orientation session.  This informal session will provide you with the TOP 10 topics that PIs should be aware of when working with RCUH.  RCUH staff will be on-hand to answer any questions you may have.  All attendees will receive a resource guide for future reference.

Service Dates for On-Line Payments During June 30 – August 13, 2010 Period

To:  Designated UH Officials / Fiscal Officers 

 

The fiscal year-end cut-off for RCUH on-line payment transactions is 12 noon, Wednesday, June 30.   All on-line payment transactions processed after Wednesday, June 30 through Friday, August 13, will require service dates. 

 

For payments of $10,000 or greater and with service dates of June 30 or prior, which will be processed and approved after Friday, August 13, please complete the attached worksheet and forward to Liane Murai via e-mail attachment ([email protected]) by Monday, August 16, 2010.

 

A service date data field is provided on all payment documents and is identified with the heading “S/D”.  The service date is the date goods are received or services are performed.  For certain types of payments including travel completions, petty cash reimbursements, extended services, etc., the service date entered should be the last day of the period covered by the payment.  However if the service period covers multiple fiscal years, allocate costs in each fiscal year incurred (i.e. if the service period is from June 1, 2010 to July 31, 2010, record cost incurred from June 1 to June 30 with a 06/30/10 service date and from July 1 to July 31 with a 07/31/10 service date).   The service date data entry format is mm/dd/yy.

 

This information is needed to ensure that liabilities of RCUH are properly reported as of June 30, 2010.  Our auditors, Accuity LLP, will be reviewing selected documents processed during this period as part of their audit procedures.  Accordingly, please be advised that we may be requesting copies of payment documents for review.

Fiscal Year End – June 30, 2010

To:          Principal Investigators, Fiscal Officers/Designated UH Officials

 

The last check run for the fiscal year will be on Wednesday, June 30, 2010.  On-line payment transactions approved by fiscal officers by 12 noon on Wednesday, June 30, will be included in the check run. 

 

During the period July 1 through July 5, on-line payment and purchasing transactions can be initiated, but fiscal officers will NOT have the ability to approve transactions.  Transactions will not be posted to project accounts until the year-end processing is completed.  The financial system will reopen on Tuesday, July 6.  The first check run is scheduled for Wednesday, July 7.

 

On an emergency basis only, manual checks can be issued during this period. Fiscal Officers/Designated UH Officials should contact the RCUH Disbursing Department directly.

 

Project reports will be accessible on the RCUH website, however, until processing resumes on July 6, balances will reflect transactions posted through June 30 only.

Pre-Tax Transportation Benefit – Increase in the Cost of the Bus Pass Effective 07/01/2010

NOTE: This article is applicable to employees eligible for the RCUH Pre-Tax Transportation Benefit.

 

Effective July 1, 2010, the cost of the monthly adult bus pass will increase from $50.00 to $60.00.  Please see “TheBus New Fare Information” brochure below.  For employees who are already enrolled in the Pre-Tax Transportation (Qualified Transit) Benefit, you will need to change your monthly payroll deduction from $50.00 to $60.00 effective July 1, 2010 (deduction to be taken in the 06/01/2010 – 06/15/2010 pay period).  Please complete the RCUH Pre-Tax Transportation Benefit Change/Cancellation Form below and submit it to RCUH Human Resources by Tuesday, June 1, 2010.

RCUH Benefits Open Enrollment – Correction to Kaiser Benefits Summary

IMPORTANT!!

All eligible employees should have received their Open Enrollment benefits packets in the mail on/around April 21, 2010.  Unfortunately, there was an error in the 2010-11 Kaiser Benefits Summary.  We incorrectly noted on the summary that Physician’s Office Visits (outpatient) were covered at “No Charge”; however, there is actually a $15 per visit charge for members.
