TRAINING: Adult CPR, AED, & First Aid Training (September 2014)

Do you know what to do in a cardiac, breathing or first aid emergency? Our CPR/AED/ First Aid course teaches you the skills needed to save a life. RCUH is offering Adult First Aid, CPR and Automated External Defibrillator (AED) training for RCUH Core Staff. First Aid/CPR training strengthens our Safety Program and our efforts to comply with Federal and State Occupational Safety and Health regulations.

 

RCUH will cover all supply and administrative expenses. All attendees who successfully complete the course and demonstrate the required skill sets will receive an Electronic American Red Cross Certification Card and remain certified for two (2) years.

 

Course length: 6.5 hours (includes 1 hour lunch break)

 

First Aid: Learn how to respond to common first aid emergencies, including burns, cuts, head, neck and back injuries and more.

 

 

CPR/AED: Learn how to respond to cardiac and breathing emergencies in Adults, including the use of automated external defibrillators (AED).

Due to budgetary constraints and our heavy workload, RCUH will be restricting First Aid/CPR/AED training to only RCUH Staff based on the following priorities:

 

 

 

1. RCUH Supervisory staff (Field jobs will have priority over office types).

 

2. RCUH non-supervisory staff in jobs that require First Aid/CPR or are located in remote locations.

 

3. RCUH non-supervisory staff in jobs that do not require First Aid/CPR.

 

4. RCUH registered volunteer.

 

5. Non-RCUH staff (fees to cover expenses may be charged)

 

 

 

How to Enroll in Training Sessions:

APPLICABLE TO ONLY RCUH EMPLOYEES WORKING ON OAHU AND KAUAI ONLY: This announcement  pertains to only RCUH employees working on Oahu and Kauai.

 

(For all Islands) All Principal Investigators and Project Administrators should ensure your employees have been informed of your work schedule for the duration of this severe weather conditions.

 

Administrative  Leave with Pay: On August 7, 2014 the State of Hawaii Department of Human Resources Development announced authorization to place State employees (working on Oahu and Kauai) on an authorized Administrative Leave with Pay due to the expected severe weather conditions.  All State Offices on Oahu and Kauai will be closed on August 8, 2014 (all day).

 

The RCUH is authorizing an Administrative  Leave with Pay on August 8, 2014 (all day) for all RCUH employees working on Oahu and Kauai due to the Hurricane/Tropical Storm Tsunami Warning. The following guidelines are applicable for August 8, 2014 for all RCUH employee categories (both salaried and hourly):

 

1.           Employees who are required to work or who come in to work on August 8: Shall be considered as having worked their normal work schedule and shall NOT be granted an equivalent time off at a later date. Work time should be reported as regular work hours.

 

2.           Employees who are on their scheduled day-off on August 8 shall NOT be granted an equivalent time off at a later date.

 

3.           Employees who are on an approved (paid or unpaid) leave on August 8: Shall NOT be granted an equivalent time off at a later date.  Leave hours should be reported with the applicable leave code.

 

4.           Employees who work a partial day on August 8:  Employees who work a partial day will have their hours worked as regular work hours, and the balance of the day not worked as Administrative Leave (see below).  However, any partial day worked will NOT have equivalent time off at a later date.

 

5.           What if your project decides to shut-down before Friday, August 8, 2014?: RCUH employees should be placed on Vacation Leave or Leave without Pay (if they have no vacation).  You must provide the RCUH with a written authorization from your contracting officer or sponsor to authorize any paid administrative leave prior to August 8, 2014.

GUIDANCE: Hurricane/Tropical Storm Iselle & Other Severe Weather Conditions

SUBJECT:   GUIDANCE: Hurricane/Tropical Storm Iselle & Other Severe Weather Conditions

 

Hurricane/Tropical Storm lselle and/or other severe weather conditions may pose possible disruptions to normal business operations.  Therefore all Principal Investigators and Project Administrators are urged to take all necessary precautions.  Severe weather guidance :

 

  1. Monitor and follow recommendations from the National Weather Service: We recommend you begin monitoring the severe weather conditions at the National Weather Service website http://www.prh.noaa.gov/hnl.  We also recommend monitoring your local television and radio stations for the most current conditions and news.

  2. Principal Investigators (NOT RCUH) will determine changes in work schedules due to unforeseen weather conditions:  Please refer to the RCUH Policy #3.262 Work Schedule, Work Week and Work Hours, Details of Policy, 3) Unforeseen Disruption in Work Schedules- March 6, 2003 Memo re: Unforeseen Disruption in Work Schedules.  Attached is a copy of these RCUH guidelines. We also recommend you establish “Emergency Contact Phone Tree” with phone numbers of all staff, if conditions worsen necessitating you to call off work.

  3. Safety:  All Principal Investigators and Project Administrators are urged to take necessary precautions to ensure the safety of all RCUH employees during severe weather conditions.  As necessary field operations and other outdoor activities may need to be altered if conditions worsen.
  4. Communicate with your staff:  Inform your employees of your contingency plans in the event the hurricane/tropical storm severely impacts your operations.

2014 Primary & General Election – Guidance Relating to Voting Time

Under Hawai’i Revised Statutes § 11-95, any employee registered to vote, and who normally do not have a free two-hour period, excluding lunch/rest periods/breaks, while voting polls are open, MUST BE allowed two hours paid time-off from work in order to vote in the upcoming Primary and General Elections.  This requirement is not applicable to employees whose work schedules begins work after 9:00 a.m. or is finished by 4:00 p.m.  The RCUH recognizes the General Election Day as a paid holiday.  The Primary and General elections dates and polling times are:

“Voting Time” – “Employees entitled to leave on election day for voting” as provided under Hawai’i Revised Statutes § 11-95: Any voter shall on the day of the election be entitled to be absent from any service or employment in which such voter is then engaged or employed for a period of not more than two hours (excluding any lunch or rest periods) between the time of opening and closing the polls to allow two consecutive hours in which to vote.  Such voter shall not because of such absence be liable to any penalty, not shall there by any rescheduling of normal hours or any deduction made, on account of the absence, from any usual salary or wages; provided that the foregoing shall not be applicable to any employee whose hours of employment are such that the employee has a period of two consecutive hours (excluding any lunch or rest periods) between the time of opening and closing the polls when the employee is not working for the employer.  If, however, any employee fails to vote after taking time off for the purpose the employer, upon verification of that fact, may make appropriate deductions from the salary or wages of the employee for the period during which the employee is hereunder entitled to be absent from employment.  Presentation of a voter’s receipt by an employee to the employer shall constitute proof of voting by the employee.”

 

 

 

Time Reporting Procedures (Only for RCUH Required to Work on August 9, 2014 and/or November 4, 2014): Any employee required to work on either August 9, 2014 or November 4, 2014 and are allowed 2.0 hours to vote, must present a “Voter’s Receipt” as proof of voting.  Report these “2.0 hour voter time allowance as REGULAR work hours on their timesheets.

 

 

 

Any employee who fails to present a “Voter’s Receipt” when their timesheets are due should have these 2.0 hours reported as vacation or unpaid leave of absence.
