RCUH Financial System – Modernized User Interface, Announcement No. 4 – User Logins

RCUH will be releasing a modernized user interface for our financial information system on Monday, November 23, 2015. The modernized system includes enhanced security features that will require unique user logins. All users will be required to have their own individual username and password. Group or shared logins will be eliminated.

Current Users
Current users who already have an individual login will be migrated to the modernized system and automatically assigned a new username and password. The new username format will be FirstName_LastName. Prior to Go Live on November 23, these users should receive an email with their new username and temporary password. This email will be sent to the email address on record.

Secondary users who already have an individual login will be uploaded to the modernized system and will be able to access the same PI accounts that they are currently assigned to. Secondary users who use a group or shared login will have to submit a Financial Portal Access Form to request an individual user login and to establish that the PI is designating the user as a secondary user.

Group Users
Users who currently use group or shared logins will have to submit a Financial Portal Access Form to request an individual user account.

Getting a User ID for the RCUH Financial System

Authorized users sign onto the RCUH Financial Portal with a username and password. This provides users with online access to important functions, including online Purchase Requisitions, Travel Requests, Payments and more.

To request an individual user login, please complete and submit a Financial Portal Access Form to Janice Sato at [email protected].

Secondary User Account to Access Multiple PIs
A secondary user is designated by the PI to process (initiate and submit) transactions in the financial portal on behalf of the PI (or multiple PIs). Secondary users have access to all major functions and reports, except for payroll reports and salary information.

RCUH will be releasing a modernized user interface for our financial information system on Monday, November 23, 2015. The design of the modernized user interface is based on existing forms and business processes, so users familiar with the current system should not require extensive user training.

RCUH Financial System – Modernized User Interface, Announcement No. 1

We are pleased to announce that RCUH will be releasing a modernized user interface for our financial information system on Monday, November 23, 2015. The existing user interface now sits on an obsolete software platform that needs to be replaced. The new platform provides immediate benefits, including a more intuitive and user-friendly experience and improved systems security. More importantly, the new platform provides the capability to add significantly greater functionality, which will be critical for planned future system enhancements.

User Logins
Each authorized user will be assigned an individual username to log in to the financial system. This will eliminate the need for group usernames. You will also have the ability to update your profile information (password, email, default information for purchase requisitions and payments) yourself and delegate access to another user.

Website Address
On Friday, November 20, 4:00 pm, users will no longer be able to log in to the RCUH Financial Portal with the website address https://securercuh01.rcuh.com. On Monday, November 23, the new website address will be https://fis.rcuh.com. Please update your Bookmarks or Favorites in your web browser.

Impact on Pending Documents
Users are advised NOT to create new purchase order, payment, and travel documents that cannot be approved by Friday, November 20, 4:00 pm. Users should wait until the financial system reopens on Monday, November 23, to create new documents.

  • PENDING PI Submittal, Pending FO approval, or Pending Additional Info Requested documents that are NOT approved by November 20, 4:00 pm, will be deleted and not migrated to the new system.
  • DISAPPROVED documents will be deleted and not migrated to the new system.
  • APPROVED documents will be migrated to the new system.
  • PENDING RCUH Approval or Pending Additional Info Requested by RCUH documents will be migrated to the new system.

Please plan accordingly.

Training
Users already familiar with the RCUH financial system will be happy to hear that the design of the modernized user interface is based on existing forms and processes, and extensive user training will not be required. RCUH will provide training and other communications to highlight the new features and functionality. Additional details on training will be provided in future announcements.

Updates to Procurement Thresholds

Updates:

  1. Threshold Increase for Purchases Without Competition,
  2. Federal Acquisition Regulation (FAR) Threshold Increases, and
  3. Timeline for the Implementation of New Requirements for Purchases above $150,000

Threshold Increase for Purchases Without Competition
Effective October 13, 2015, RCUH has raised the threshold for purchases that can be made without competition, from $3,000 to $3,500. This increase is being made in accordance with the recent Federal Acquisition Regulation (FAR) inflation adjustments. See http://www.gpo.gov/fdsys/pkg/FR-2015-07-02/pdf/2015-16206.pdf.

Federal Acquisition Regulation (FAR) Threshold Increases
The FAR inflation adjustments also resulted in increases to the (a) Cost or Pricing Data threshold (from $700,000 to $750,000), (b) Cost Accounting Standard threshold (from $700,000 to $750,000), and (c) Prime Contractor Subcontracting Plan (from $650,000 to $700,000). The above threshold increases only affect subcontracts/purchases made under federal prime contracts. Attachments 32(b), 32(c), and 32(d), reflect the above increases, which were made effective October 1, 2015.

Timeline for the Implementation of New Requirements for Purchases above $150,000
On October 29, 2014, RCUH made an announcement regarding the Federal Office of Management and Budget’s Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (“Super Circular”). The announcement explained that the Super Circular (which became effective on December 26, 2014) allows for a grace period that defers the effective date of its new requirements for one full fiscal year, and that RCUH elected to take advantage of the grace period (which will end on June 30, 2016) with regard to certain requirements for purchases above $150,000.

It was recently announced in the Federal Register that a second year has been added to the grace period for certain requirements. Thus, the following will not be required until July 1, 2017:

  1. Public Advertising: Under the Super Circular (2 CFR § 200.320), all IFBs and RFQs above $150,000 must be publicly advertised. The Super Circular does not define public advertising. RCUH will require that all IFBs/RFQs above $150,000 be posted on the State Procurement Office’s website. This is consistent with the existing practices of other state agencies, including UH. SuperQUOTE may still be utilized for solicitations, provided that the IFB/RFQ is posted on the State Procurement Office’s solicitation website and reference is made to the SuperQUOTE listing.
  2. Sealed Bids/Quotes: Under the Super Circular (2 CFR § 200.320), all submitted bids and quotes above $150,000 must be kept sealed and confidential and must be opened publicly at the location/date/time indicated in the IFB or RFQ. Bids/quotes cannot be opened, even by project personnel, before the date/time specified in the solicitation. SuperQUOTE may still be utilized, provided that the bids/quotes obtained through SuperQUOTE are kept sealed and are not opened until the public opening date/time (we understand that UH and CommercePoint are working on this capability).
  3. Independent Cost/Price Estimate: Under the Super Circular (2 CFR § 200.323), projects must make an independent cost/price estimate before going out for bid/quote for all purchases above $150,000. Documentation of this estimate must be kept in the procurement file. The estimate may take various forms, including (a) simple market research on similar goods or services, (b) comparison to previous or similar purchases, and (c) internally estimating the general range for the purchase price.
