Reinstatement of NTE Notices

TO: Principal Investigators and Fiscal Administrators

To assist you in maintaining accurate and timely charges of your RCUH employees’ salary and fringe benefit charges, RCUH will again start sending out Not-to-Exceed (NTE) notifications to Principal Investigators and Fiscal Administrators. These notices will alert you to employees still allocated to expiring projects 30-days prior to the project’s expiration date.

Please note that RCUH payroll will continue to post an employee’s salary and fringe benefit charges to the project account on record whether it has expired or not. To prevent receiving multiple reminders each month, please be sure to have the project’s end-date extended via Kuali or the RCUH Financial System, or terminate the employee or reallocate him to another account via the ePAF System.

You may also use the eJ/V system to retroactively transfer the employees’ salary and fringe charges to valid accounts as needed.

Please remember that if your employees worked, the RCUH is obligated to pay them for their services. If there are insufficient funds, or if the salary and fringe charges are disallowed because the project has ended, the Principal Investigators and Fiscal Administrators are responsible for allocating other funds to pay their employees.

RCUH Employee Self Service and HR Portal Working at 3:00 PM and Extended ePAF Deadline Tomorrow (11/10/15) at 10:00 AM

The Employee Self Service (ESS) and Human Resources Portal are now accessible again. Thank you for your patience while the issue was being resolved, and we apologize for any inconveniences this may have caused.

Because of the unforeseen system downtime, we will be extending our ePAF Deadline to tomorrow, November 10, 2015 at 10:00 AM. Please make sure to have all ePAF approvals in the system well before the extended deadline if you would like the action to be approved in the 11/15/15 pay period.

Big Island and Maui Training – Vacation Reserve and Vacation Policy Training and NEW RCUH Supervisor Accident Report Form and General Safety Training

RCUH will be providing training on the finalized changes to the RCUH Vacation Leave Policy and the new Vacation Reserve.  We encourage all employees, PIs, Supervisors, and Fiscal Officers to attend. We will also be introducing a new Supervisor Accident Report Form during the second part of our session for PIs, Supervisors and Fiscal Officers. We will be covering the following topics during this training:

Student Assistant Pay Rate Increase – Effective November 1, 2015

To: All Principal Investigators

Effective November 1, 2015, the RCUH will initiate pay rate increases to all active Student Assistants in order to align RCUH’s Student Assistant Pay Rate Schedule with the University of Hawaii’s Student Assistant Pay Rate Schedule.

You do not need to submit any online or manual personnel action forms to make this change. The RCUH Human Resources Office will initiate these pay rate changes for all Student Assistants automatically. However, after November 1, 2015, your office must initiate any subsequent pay rate changes associated with Step Pay Rate changes (i.e. Reclassification of Duties from Step A3-1 to Step A3-2) via a manual Personnel Action Form (PAF).

POLICY UPDATE – Policy 3.530 RCUH Flexible Spending Plan

TO: All Principal Investigators and RCUH Employees

Effective immediately, the RCUH has amended Policy 3.530 RCUH Flexible Spending Plan.

Beginning July 1, 2015 the grace period for requesting reimbursement for unused parking funds under the pre-tax transportation benefit plan (PTBP) will be ninety (90) days from the end of the plan year. All flexible spending plans have the same reimbursement grace period.

In addition to this policy change, the RCUH Form B-5F RCUH Flexible Spending Plan Election & Compensation / Change Form has been revised. Please remove any local copies your office may have saved and replace with the revision dated 10/27/15.

RCUH will be providing training on the finalized changes to the RCUH Vacation Leave Policy and the new Vacation Reserve.  We encourage all employees, PIs, Supervisors, and Fiscal Officers to attend.  Your questions will be answered during this training session.

Training will be in two parts.  Part 1 (first hour) will be for employees, PIs, Supervisors, and Fiscal Officers.  Part 2 (second hour) is ONLY for PIs, Supervisors and FOs.
