Mandatory Training and Employee Performance Evaluation

TO:                 Principal Investigators, Supervisory Authorities, Administrative Authorities, and RCUH Employees

The 2023 RCUH Annual Performance Evaluation Form includes a certification by the employee that all mandatory trainings and/or requirements defined in their job description have been completed. The certification appears in the employee signature block on the evaluation form.  Please reference our April 17, 2023 web announcement.

The courses mandated by RCUH are as follows:

1) RCUH EEO/Sexual Harassment Prevention for Employees (or Supervisors, as appropriate)

2) RCUH Workplace Violence Prevention for Employees (or Supervisors, as appropriate)

  • Both courses above are found in the RCUH Training Portal
  • Both courses above must be completed once every two (2) years

3) Hawaii State Ethics Commission (HSEC) General Ethics Training

RCUH employees may be required to take additional training, such as the UH Information Security Awareness Training or UH Title IX Training, but employees should check their job description or talk to their Principal Investigator to verify additional training requirements. NOTE: RCUH is currently evaluating its training and policies to reduce redundancies in training requirements for those working for UH projects. 

In a recent audit, we found that many Regular-status RCUH employees did not have an RCUH Training Portal account. Effective May 30, those employees will receive a system-generated message that an RCUH Training Portal account has been created. The three (3) courses mandated by RCUH will have been assigned.

We appreciate the efforts of all employees to complete the assigned training. Should an employee have difficulty logging into their RCUH Training Portal account or uploading the ethics training certificate, please contact RCUH Corporate Services at [email protected].

RCUH HR IMPORTANT: FY 2024 Benefits Open Enrollment Election Period Starts Today!

The RCUH Employee Benefit Open Enrollment (OE) Election Period starts today, April 26 through May 17, 2023. All changes will be effective July 1, 2023.

What’s new this year:

  1. Upgraded Benefits Webpage, including an all-new dedicated Open Enrollment Webpage
  2. Medical Rate Changes:

a. HMSA: 13.3% increase on monthly premiums on all plans from previous plan year

b. Kaiser: No rate increase

c. HDS: No rate increase

3. Medical Plan Changes:

a. HMSA: In an effort to simplify our medical insurance offerings, the HMSA Health Plan Hawaii Basic plan will no longer be a plan option effective July 1, 2023. Current enrollees have been contacted under separate cover and will be transitioned to an alternate medical plan. HMSA Health Plan Hawaii Plus has been renamed to HMSA HMO for increased transparency and at-a-glance understanding. HMSA’s new vision plan administrator will be EyeMed. This will be effective July 1, 2023 for RCUH Employees.

b. Kaiser: Kaiser Plan A has been renamed to Kaiser HMO Standard – Plan A and Kaiser Plan B has been renamed to Kaiser HMO Comprehensive – Plan B. Addition of Acupuncture, Massage Therapy, and Naturopathy to the existing Chiropractic rider (CAM+N) (Acupuncture, Massage Therapy, and Naturopathy)  

c. HDS: no changes

4. Introduction of eWaiver Form via the Employee Self-Service eUpload link

IMPORTANT: As a condition of employment or continued employment, an employee deemed eligible for the RCUH health insurance must either elect or waive health insurance coverage. All employees waiving medical coverage are required to submit an eWaiver as an acknowledgment of the offer of health insurance and agreement that they are opting to waive coverage each plan year.

What you can do during Open Enrollment:

This is your opportunity to elect, waive, or change certain benefit elections for the upcoming plan year (July 1, 2023 to June 30, 2024). Mid-year changes and enrollments are not allowable unless you experience a qualified life event (e.g., marriage, divorce, birth of a child, etc.) and submit within the 30-day deadline.

REMINDERS:

  • If you are currently enrolled in health insurance and have no changes to your coverage (and will not be enrolling into FSA), no action is needed.
  • Please note that unlike health plans, you must re-enroll in a Flexible Spending Accounts (FSA) Healthcare and Dependent Care each plan year. If you are currently enrolled in the Flexible Spending Healthcare or Dependent Care Account and you wish to continue your benefit, you must submit a new enrollment form for the new plan year (July 1, 2023 – June 30, 2024) as plan elections do not rollover.
  • 2022-2023 FSA Use or Lose reminder – If you are currently enrolled in an FSA Healthcare or FSA Dependent Care benefit, any remaining funds must be spent by June 30, 2023 or they will be forfeited. You will have until September 28, 2023 to submit any remaining receipts (of any funds spent before or on June 30, 2023) to NBS.  
  • Please ensure your mailing address is correct on the Employee Self-Service. This is where your health/FSA cards (if applicable) will be mailed. You should plan to receive your cards no later than July 1st.

RCUH HR IMPORTANT — 2023 Annual Performance Evaluation Period: Updated Performance Evaluation Form and Submission via HR Portal eUpload Available

The 2023 RCUH Performance Evaluation Form is now available online. Click here to access the form:

Pursuant to 3.410 RCUH 12-Month/Needs Based Performance Evaluations, all Regular-Status employees must receive an Annual Performance Evaluation.

Overview of Changes to the Performance Evaluation Form:

  • More user friendly (e.g., ability to tab to the next field to complete)
  • Employees that receive a “0” (Unsatisfactory) score in any category will not equate the Total Score to “0”. The Total Score will be a true average of all scores received in the Performance Competencies categories.
  • Employees must indicate if all mandatory trainings and/or requirements have been completed as defined in their job description. NOTE: The EEO/Sexual Harassment Prevention Course and Workplace Violence Prevention Course will be updated on April 21, 2023. For those with employees who are NOT in compliance, please ask them to complete the training after this update.  

Submission of Performance Evaluations: Please submit Performance Evaluations via Project electronic upload (eUpload) feature in the HR Portal. Instructions for submitting the evaluations via eUpload are attached.

Deadline to submit Performance Evaluations: June 16, 2023 (Friday)

Note for projects that follow the Federal fiscal year: The evaluation period is October 1, 2022 through September 30, 2023. If possible, we encourage your project to complete and submit evaluations by the June 16th deadline. A second round of the online PA/PAF application will be available in September for pay increases or one-time payments with an effective date of October 1, 2023. Additional information will be provided at a later date.

Performance management (e.g., planning, coaching, evaluating, addressing performance issues) is an essential part of a supervisor’s responsibilities.  Performance evaluations are used as a tool to measure an employee’s performance, provide valuable feedback and suggestions for improvement, and motivate employees for growth and/or career advancement.

Nominations Open for 2023 Outstanding Employees of the Year Awards

NOMINATE YOUR PROJECT STAFF FOR THE 2023 RCUH OUTSTANDING EMPLOYEES OF THE YEAR AWARDS

The awards encourage, recognize, and reward RCUH employees who have made demonstrable, significant, and exemplary contributions to their project during the past fiscal year (July 2022–June 2023) or years. The nominee must be in a regular-status position, employed by the nominating program for at least one (1) year, have passed their new hire probation period, and in good standing.

CATEGORIES

  1. Researcher/Project Manager (exempt status position)
  2. Project Support Staff (non-exempt status position)
  3. Team (2-4 staff in exempt and/or non-exempt positions)

AWARDS

  • $1,000 to the first place awardee in each category
  • $500 to the second place awardee in each category
  • $50 to each nominee

All nominees will be recognized at the RCUH Awards Luncheon to be held in October 2023.

NOMINATIONS

A Principal Investigator may submit one (1) nomination. Team nominations are limited to no more than four (4) individuals per team. Please ensure that your nominee(s) is/are willing to be interviewed and filmed on camera.

Each category will be limited to four (4) nominations. Due to the category limits, PIs must indicate their intent to submit a nomination by emailing [email protected] no later than April 28, 2023. The email should include the employee’s name and nomination category. Upon verification of employment status, RCUH will provide the PI with a nomination form. The deadline to submit a nomination form is May 31, 2023.

FILMING

Filming will occur in July and August.

Open Enrollment 2023 – What’s new!

HMSA Plans – We will no longer be offering the HMSA Health Plan Hawaii Basic plan this year. If you are currently enrolled in this plan, we will be contacting you directly with important information regarding your options for transitioning into a new plan. While this plan is no longer available, we anticipate there should be little to no disruption in your current healthcare services. The current Health Plan Hawai’i Plus will be our stand-alone HMO for HMSA with a new name – HMSA HMO.

Kaiser Plans – New names and addition of CAMN (Chiropractic Care, Acupuncture, Massage Therapy + Naturopathy). Kaiser Plan A will be renamed Kaiser HMO Standard and Kaiser Plan B will be renamed Kaiser HMO Comprehensive.

 e-Waiver coming soon!  For all employees who waive health coverage annually, or are opting out of health coverage this year, we will have an e-Waiver available on ESS e-Upload! It is a simple process that allows you to submit your waiver online with no extra forms or downloads!

Benefits Spotlight Series – Flexible Spending Accounts: Did You Know…

In this series, we will explore the benefits of enrolling in a Flexible Spending Account (FSA).

An FSA lets you use pretax money set aside for the year to pay for health or dependent care expenses. This could be one of the simplest solutions in saving money on everyday items you may already be purchasing. Perhaps the biggest benefit is saving money on taxes!

If you are interested in learning how you could potentially increase your take-home pay, want to know more information about FSAs, or if you are wondering if an FSA is right for you, RCUH Human Resources will be holding 45-minute virtual workshops in March.
